Eligibility is where certification either works or quietly falls apart. How long does DBE certification take?
A completeness review takes up to 30 days, then the agency has 90 days to decide, extendable once by 30. The City of Phoenix tells applicants to expect 12 to 15 weeks.
Who qualifies for DBE certification?
Your firm must be small by SBA standards (gross receipts under $32.82 million, averaged over three years) and at least 51% owned and controlled by disadvantaged individuals. Owner personal net worth must be under $2,047,000, excluding home equity and your interest in the firm.
What changed in the DBE program in 2025?
The October 2025 Interim Final Rule ended presumed eligibility based on race or sex. Every applicant now writes a Personal Narrative, and Arizona firms that missed the June 30, 2026 reevaluation deadline were delisted and must reapply.
Can I apply for DBE and SBE at the same time?
In Maricopa County, yes. A firm seeking both submits one application to the City of Phoenix, and a single review covers both certifications.
